From what I can see from the video he was traveling in pretty dense fog around NY waters at speeds in excess of 150mph ! What moron would do that?? If that's not reckless, then what is? He easily could have killed someone else out sailing, fishing, or whatever! What about Rules of the Road that state a vessel should be able to stop within 1/2 the distance of visibility??

I hope someone gives this video to the authorities and something is done to penalize this clown.
