That is for a stationary object (not one moving toward you with a higher closing speed). You're going about 13.33 feet/second.
I've had lobster boats narrowly miss me going 15-20 knots, you can hear them -- suddenly they appear, miss you, and disappear. I've heard speed boats "pass" outside of visibility with a full "Doppler" affect -- scary to say the least.
Usually, you're looking around for lobster pots, the chart plotter, radar, and other instruments. The radar is usually not on 3 miles in the fog -- it's on 1 mile or a lot less.
That asshole would have been like a fighter plane running. A football field about every second or so.
To me, it's totally and completely irresponsible. I hope the Coast Guard sends him a bill for $5,000 to repair the Nav Aide and his insurance company revokes his insurance.
If he an hit a navigational aid, which presumably his route guidelines should have kept him clear of, what chance would you have had if your were there.
The explanation or excuse that "he's a survivor of cancer" is lame brained to me.
