Years ago I worked at Roots Motors in Coventry, and was investigating some manual transmission failures where the big nut holding the bearing had failed on the mainshaft feeding power into the transmission. Went down to the shop floor and watched the transmissions being built - bearing went on and was pressed in place with a 10 ton press. Mechanic then slipped the nut over the shaft and installed that with the same press. I looked through the mechanics tool chest and found a torque wrench - that she'd never been instructed to use. I made my report. It certainly wasn't the mechanic's fault. It amazed me how few failures they'd had!
Put it in writing, put it in the book, make it accessible to the worker. There's the off chance the worker will read it (in a dull moment). Most workers aren't dumb and want to do things right if it's no more trouble than doing it wrong. Give them the chance..
