Being on the North Coast means we have a limited season, but more than that the facilities, at least in our area, shut down completely for the winter. Even the private yacht clubs do not allow liveaboards during the October 31 to May 1 off season. There are no public mooring balls regardless of the time of year and no actual public mooring fields where someone could drop an anchor for a couple of years. I know that several of our members use their boats (power and sail) for summer cottages but they certainly do not look anything like the photos posted here. I would suspect that without power and bubblers the average boat would have the hull crushed by ice anyhow.
I don't even know what to say about that photo Tom. I know there is a boat in there someplace!
