Glad you found it. I've read elsewhere from a reliable source (Mainesail?) that a properly lapped and fitted tapered shaft won't turn even without the key. Here's his instructions for fitting. http://www.pbase.com/mainecruising/fitting_a_prop

You might have had some electrolysis loosen it up.
