What I am saying is...

Their is a double standard between legislation that prevents me from flushing my head into a salt water environment that can easily handle it and huge government agency discharges that are shrugged off as being insignificant. The accidental discharges are a huge impact compared to my boat but are dismissed as insignificant by the agencies that do them and those agencies are not censured for their actions.

Marine life produces far more effluent that all the live-aboards. The sea environment handles all that very well.

I am not familiar with Cane Garden Bay but I must ask if the BVI does any sewerage treatment? Most small islands do not. They discharge direct into the sea. And then blame boaters that are a hundredth (if that) of the land population.
