After the wacky hurricane seasons of a few years ago, some insurance companies wouldn't permit boats to go south of Norfolk until November 1. I wrote a little snippet on this for 2008 Waterway Guide. When I was doing my research, I called the Corps of Engineers, and sure enough, the traffic count at Great Bridge Lock for October 2007 was well down on previous years but the count for November was well up.
