I should think that piracy on the high seas (Intl Waters) should not be tolerated. If it occurs in sovereign waters and that nation cannot controll it than it would be appropriate to end commerce with that nation until the situation is corrected. You seem to have no problem spending your coin in a nation that tolerates mass murder in deference to the profits of drug smugglers.
