They have a little caveat on their sales page,

Not for sale to US Residents while in US Waters.

I even saw one one time that said, Not for sale to US Residents while in US Waters or to Canadian Citizens while in Canadian waters.

So, I'm guessing we had a rich guy with dual citizenship scamming two governments of their pound of flesh.
