with a program called Paint Shop Pro. It does everything I need. I have no idea what version they are up to now, but I bought version five for win 32 and have never upgraded. (It is shareware or was. I think Corel owns it now.) Using it now with Vista and W7.

It is lightweight, intuitive and easy to use. And, it doesn't take over your computer with default actions like Adobe products tend to do.
