Much like shining shoes, I've just worked it around and around until the major surface was round and without the very rough surfaces. By adjusting the grade of cloth you can adjust the surface finish beyone that and align the "roughness" lines in the direction of turning.
One example of this is the SS mast bearing ring on my old Freedom 25 with rotating wing mast. It had proud weld areas that had not been properly "shaped" and would present what appeared to be a hard spot in the turning of the mast not to mention uneven bearing on the teflon surface of the mast tube base upon which it rode.
With Crocus Cloth and rotating around and around the mast ring in a 'shoe shine' fashion, the weld places rounded out, smoothed down, etc. and there remained a uniform, not too polished but very effective rotating surface.
