You need some kind of picture editor to reduce the size. A very good and free one is available at www.irfanview.com. After you set up Irfanview, open your Picasa picture, that you have downloaded from the net with Irfanview. Then click on Images and then Resize/Resample. Set the new parameters you want and save it back to disk. It is now ready to upload.
