Picasa - besides being a photo editing program, isn't Picasa the program that you are using to host the pictures on the web. There must be a button or link on the program that lets you "Share" the pictures that you have stored. You should be able to send the pictures via e-mail, or post to a forum like this.
When you share them, usually the photo hosting program will reduce the size back to something easier to send and post, and provide you the URL to send to send in your e-mail or post on a forum.
If you do not see the URL, try this - try sending the photo to yourself. And when it comes in, use the URL that if provides, to post in the "Optional Image URL" Box in this forum message posting reply.
Here is an example of what I mean. From my SmugMug gallerys, I took the following picture, and would like to post it to this site. And I asked for the URL to show this picture as a "large" photo. SmugMug provided me the following URL to use to post this picture.

I copied and pasted it in the Optional Image URL - and here it is. The program took the original 1.0 MB file, and reduced it to 800px x 531px with a size of 126.02 kb. Right click on the picture to see the image properties i just described.
In a minute, I will post the original 1.0 mb picture.
Most all of the Photo Hosting programs store the original, and then provide the user a means to send, or post smaller versions of the photo.
