Many of the harbors on it are...and also CT waters within 3 miles of the CT shoreline. And then there are the misguided "no discharge" marinas (marinas are private property, so can make their own rules) who are totally oblivious to the fact that the discharge from a Type I or II is MUCH cleaner than the water in any marina...they're only concerned with "doing the right thing" whether it accomplishes anything or not.
