I'm kind of baffled, since the discharge from an Electro Scan is better than what's flowing out of municipal storm sewers and waste water treatment plants. Most pump out stations close at the end of the season, but many people continue to use their boats, such as commercial fishermen and live-aboards. I'd think CT would want to discourage illegal discharging by encouraging the use of Electro Scan systems. And I'll bet dollars to donuts that most live-aboards are dumping overboard.
There are free pump-out boats during the boating season, but they stop Labor Day. After that, I don't want to deal with a porta-potty because I'd be emptying it every couple of days, so I guess I'll come up with some kind of a system like we used at our yacht club, like the one pictured below. But I think for $1000 an Electro Scan is a nice piece of equipment that I'll be installing.
