I've done some PHRF rating over the years.

I like to use the Schell Regression Formula, which is R' = 610-8.36*(SA/Disp^.333)+0.0000511*(SA^2)-55*(P/(J+E)) -30.8*(LWL^.5)-602*(DR^2/SA). It seems to be very accurate at estimating a rating and gets you in the ballpark.

I couldn't find the IJPE for your boat and estimated based on photos. The formula cranked out a number of 293 for PHRF time on distance, and .77 for time on time.

The problem with racing your boat in a PHRF fleet is that it's not a marconi rigged sloop, but a gaff rigged cat. You'll be at a decided disadvantage heading upwind, and have an advantage downwind, both because of your huge mainsail and because you can raise your centerboard. Knowing what I know about rating committees, they're going to be very conservative and give you a number like 258 and see how you do. It's always easier to raise your rating than lower it.
