The water running down the portlight is on the outside?

() I've seen boats where the woodwork under the portlight was a gutter, with a drain tube to the bilge! Caulking on the inside is also a bad sign - like they're trying to keep the water from getting out. Yes, a dry boat is a delight (besides being easier to keep clean and tidy).
