Send it in checked luggage.
Put the documentation with it, so the "mysterious object" will be understood
I'd carry it on...w/ the technical informaion.
You might unscrew the antenna and take it off just in case
It will depend on the battery type...
A bit more checking shows that some newer EPIRBS have non-hazmat batteies...
