BEYOND THAT: The next time you call the Coast Guard, wouldn't you like the officer-in-charge to i) respect sailors and love sailing; ii) has a clue as to what the sailors and boats are experiencing in certain conditons; etc.?
I have no idea what it's like to drive a Morris. Obviously a HuntaBenalina wouldn't work for a boat that's being used and abused and a much stronger boat is needed.
As far as the funds are concerned,,, from the CG Alumni website. Pretty nebulous as to how much is being raised and how much is funded federally. In the end,, they do need new boats. I just think that choosing a hi performance Morris is a bit much for a federal government funded venture.

The funds required to build and deliver the new CGA Leadership 44
sail boats will be provided through a partnership with the Academy, the
Alumni Association, and the Coast Guard Foundation. The government
will make a substantial contribution by providing equipment, such as
sails, engines, rigging, and outfit for each boat. Private funds raised by
the Association and the Foundation will cover the remaining costs.
