Steve, you haven't read the Elegance info on the Raritan site...

Go here: http://www.raritaneng.com/products/toilets/electric/marine_elegance.htm and then read the Promo Sheet...which is where you'll find info about the optional Smart Flush panel that offers FOUR flush water options including "dry." Go to the owners manual...page 3 provides instructions for setting the timer to control the flush water volume.

Manual toilets use as much or as little flush water as the user pumps into 'em...YOU decide how long to pump and whether to use dry bowl or "flush" while you pump.

Basic macerating electric toilets (Raritan SeaEra, Jabsco 37xxx series etc) have a single motor that simultaneously brings in flush water and evacuates the bowl...no other options. These toilets use an average of about 2 quarts of flush water.

Most of the higher end all china electric "thrones" are available with a choice of flush water control--a single button that simultaneously brings in flush water and evacuates the bowl...a two button system that separately brings in flush water and evacuates the bowl...or a panel that offers a variety of choices. The Elegance offers a choice of a single button or the panel.
