at least some of the time. If you have access to both ends (often this can be arranged if the order of installation is though out) you can make up the Brummel merely by threading the ends through. The "mobius" method (two variations, one described by NER, one by Colligo) can also sometimes be done on small fittings, but passing the entire fitting through the inverted hole. I have done this on small eye bolts.
