but the operator of the vessel being towed shouldn't simply surrender without a discussion all
command and decision-making to the operator of the towing vessel. Before I get underway with
a tow I want to know what the plan is by the tower. I would volunteer any info about my boat and
ask any questions I have before we go anywhere. The other vessel owner may have legal
responsibility but you as the owner/operator of the vessel about to be towed have a responsibility
to your vessel to anticipate problems and establish a workable system of communication. A lot
of bad things can happen when a vessel is being towed and you owe it to your boat to think ahead.
