Don't know about flotillas etc, but cruisers in the San Blas two years ago were using MMSI #'s for "personal phone calls" via the VHF - I can't tell you how it works, our friends that wanted to use it programmed it for us & we could communicate without the masses hearing the call. Haven't used it since.
