I think alot of neglected boats are reaching the zero value mark these days.

I see them in the back lots of boatyards, the ones that never launched this year, or last year,...
You mention the engines state. I wonder that too. Once that's gone, most boats that are neglected, 30 feet or so and under, it doesn't make much sense to bring many of them back.

The yard bills still pile up, the owner walks. What's next?

Around here, many neglected boats are getting donated for lack of any other way to sell. For one, our local YMCA has an annual auction of donated boats. There's some added value for some people, in paying a bit more for something if it goes to a good cause. It gives the boats one last shot at finding an owner.

Still at the end of those annual auctions, a few are still left at fire sale prices, and no buyers.
