In a unobstructed sense the difference in velocity is greater as you move away from the surface friction. However the difference isn't absolute by proportion or value.

If you suspect that you aren't getting a correct reading, then go up the mast with a decent breeze and check with a reasonably accurate handheld anenometer. If you trust your adjacent boats being accurate, you can check with them.
