You have to physically APPEAR at a DHS maritime office BEFORE you leave the US

... and present valid US passport (for all passengers on board) and boat documentation, etc. ..... then, you are issued the LocalBoater card. Without Local Boater card, then you must haul your ass(es) to a port of entry DHS office or port of entry airport to 'clear in'.
