Looking around most docks... that often seems to be the case.

() Boats rarely leaving the dock, and if lucky, being a personal haven, if only in someone's mind.
I see the same 4 or 5 guys all the time on my dock... One guy is there every time I go down to my boat... he is either tinkering with his boat, or just sailing a small nutshell pram in around the docks... guy has a real passion for sailing.
I might not go out every chance I get... but I am often working on the boat in some fashion.
But of the 26 or so boats on the dock, only about 1/2 or less of them seem to go out at all. Couple of boats don't look like anyone has set foot on them in years. But someone is paying a slip fee.
