It can be the solenoid or a dead spot on the starter commutator

I've had starters where the solenoid pulls in no problem but it won't turn over. If there is a dead segment in the commutator where the brushes contact it won't turn. If you keep hitting it it might eventually jog enough to hit a live segment. Once the starter spins it sounds OK although it will have reduced power. Any auto electric shop can check it out.
