The majority around my area don't fish year round. Once the lobsters move offshore into deeper water, they pull their gear.
But as this current natural problem uncovered(an early shedding season), the high yield season, which coincides with the shell shedding season, is also current with lobster consumption season. All that is packed into like 3 months(something like 75% of the harvest takes place then).
Tough stuff to figure out. So many people involved, so many traps that are actually feeding stations, it's a food that's demand rises and falls with the economy, the whole thing seems pretty fragile to me.
