Soak the locking portion in "Cream Of Tarter"

Cream of Tarter is used to dissolve the formation of aluminum oxide ... works on aluminum coffee pots and other cookware too.
However if the aluminum oxide is so severe that the tube has become pitted, de-anodized, etc. .... screw it together and forget the 'telescoping' feature.
