By both the Navy crew and the Fireboat "skipper". The ends of the jetty are well marked, the weather was not that bad. I'm still not sure how the Navy boat actually managed to hit something.
The Fireboat incident is equally dumb. Bouy 25 is a big, lighted bouy between fort Moultrie and Ft. Sumter. Hitting it required the crew to 1. not see it visually, 2. not see it on radar, 3. not have a GPS position.
Don't even get me started on why these buffoons on both boats did not maintain a DR track. It supposedly is required on all Navy vessels and craft on passage.
