I have no problem cruising the US areas with a transmitter. Outside of the US is where it gets dicey when passing areas of coastline and anchoring in many places. One thought for safety at anchor in unsecure areas is to only spend 1 night and move on. Most boats that have had problems at anchor had been there for a few days. I guess it's because the 'Bad Apples' have time to look out to the boat at anchor and after a few days can just get pissed at seeing you and your yacht. Spending one night and leaving doesn't give them time to discuss you, get pissed and decide to take what you have.
That being said, we have had nothing but wonderful experiences meeting and relating with locals in out of the way places. It's one of the best parts of cruising and has the best memories. Unlike some friends, we've never had a problem. We have had some bad vibes in a few places and decided to move on immediately.
