The fault lies in the idiots who set up rigid schedules with shore bound people to send out the coasties if they are late coming back from the bar and don't hit the "update" button in time. SPOT simply provides a location service - it is up to the owner to have a brain in how they use it. Same with a sat phone or SSB checkin, etc.

Frankly, I think these people who are sending their positions out constantly with instructions to others to watch it every day and send help if the signal stops are more narcissistic and self-centered than frightened or responsible.
