If governments billed the companies and the owners of the products for faulty SAR's I'm guessing you would see fewer messed up situations. If companies couldn't simply put a disclaimer in their literature and then be irresponsible you would see fewer useless SARs. Yeah, I know the product owner and their "followers" are responsible, yet always dealing with them is like trying to gather up all the drug users instead of the sellers. I believe both share in some responsible way. As the saying goes, it takes two to Tango.
