Like to have made their course corrections 6 miles out. In part, it allows minimal heading changes to accomplish safe passing. Minimal heading changes save time, money and fuel. Operating on a 3 mile range may work from your viewpoint, but by the time you have a big ship within your range view, you've got precious little time to keep clear---- at least from his viewpoint! I recognize that small craft radars have limitations at greater ranges but in this case, it was good that HE saw you (and it was aided by the AIS primarily most likely). Not every ship will be as 'considerate'.
