St. Andrews has drop offs into the harbor and along the cliffs in town. The town posts a disclaimer, "Enjoy a tour of the harbor but do so at your own risk", type of placard. As the so called "Nanny state" goes though, isn't the more socialist attitude of the EU- the definition- of Nanny state? Politics are mostly cliche'.
One student fell to his death last year just a few feet off the sidewalk, but he climbed the low iron fence, not a good idea. A not too rare occurrence I'm afraid.
However, we have no railings around our harbors here either.
