Practical Sailer gave them a good rating so I wonder what the conditions of the test were? I know there are many products that are never tested in real life situations.
So when the report re-emphasizes to try the PFD it would have to include throwing yourself in the water and riding through the surf to test it fully. That's something you shouldn't have to do.
