So, curiosity got the better of me and I looked it up. I don't think the Peukert Exponent is my issue, but rather the Charging Efficiency. I also need to check my Charge parameters, because I should be tripping the fully charged criteria, but I'm not.

you will find instructions on how to calculate the Peukert Exponent for your batteries. You just need to know the 5hr and 20hr ratings for your specific batteries. I found mine online.
