Tom, on our boat it is very difficult to sit on either side of the wheel. The rack and pinion setup is a direct drive with the helm seat on center line and the shaft from the wheel going back between your legs. There is almost no room on either side. In fact, in order to go forward you have to stand up and step around the wheel itself. It could be made to turn easily though. The binnacle mount is actually an aluminum CB antenna mount I purchased from one of the truck stops out by the interstate. It clamps nicely to the binnacle guard tubing, the mount supplied by Garmin mounts to that with a single 1/4"x20 cap screw and locknut. Backing off the tension of the locknut a tiny bit would allow the base to swivel. The mount was designed to clamp to round tube truck mirror brackets and was about $10.
