We had a boat down there the last 7 years.
It remind me of a event a little over a year ago. La Paz got a new Port Captain. One of the first things he did was tell all the marina that foreigners were taking job away from Mexican, and if he caught anyone working on their boat he close down the marina. (Job are a big thing in Mexico.) So signs went up all over the Marinas about working on your boat (including changing oil.). This went for about 2 weeks with everyone up in arms until the Port Captain decided he had everyone attention that he was in charge and thing went back to the way they were.
