that uses that rule. I saw the same thing in Venezuela, Columbia, Panama and some of the down islands as well. The rebar just rusts away and splits the concrete all along the tops of the buildings but nobody seems to care. I found it a very strange way to do business when I first started cruising. Low grade steel in a rain forest/jungle is not a good mix IMHO. All these years later and nothings changed so I guess they're good with it. Go figure...
