When we went from Tonga to New Zealand in 2011, they had a P3 Orion overfly all the southbound boats when they were about 2 days out, called them up on the VHF, and asked a few basic questions. This was in addition to the normal check in procedure when you actually got there. I always wondered how much this cost them to do, but I supposed they figured it was valuable training.
