I shared the video with Eric Freedman. Eric has got a bunch of ocean miles in on a variety of boats over the years. His current boat is an Amel 53. As with all the Amels, he tells me, you pick them up and sail them from France. (Eric sails his Amel from LI to St. Marteen every Fall/Spring.) He replied to my email and cited an old friend of his' experience:

That is in the Bay of Biscay, the second worst spot on earth to sail.
The wind blows across the Atlantic and the waves build to incredible heights when they come up to the shallow bottom shallow bottom of the Bay.
My boat was built north of there and I sailed past that harbor.
The bay of Biscay is no place to fool around.
I met a fellow in Lisbon that took a month to get out of the bay because of bad weather.
When I left France they told me to have charts for every harbor on the north coast of Spain to duck into if the weather turns bad.
