I don't know enough to tell him how to measure and troubleshoot. I'd start by measuring DC ground leakage to water, and also AC, by using a voltmeter between the windlass and the water (using a metal plate in the water) but where to go from there? Maybe something else nearby (underwater cable?) is leaking.
