Baja used to be a very poor area and there were long stretches of beach that were pretty tough to get to.

That boat would make a nice fishing boat for a poor fisherman. I would like to think that if the owner was still on board when the boat was found it would have been reported to the local authorities, if he wasn't I would suspect the boat would be absorbed/repurposed into the local economy.

On the other hand it may be on a lonely stretch of beach someplace waiting to be found?
