The water heater element was shorted to ground inside the element.

() I was getting the 75 volts to ground through the water and what tracked over the rubber hose and across the wooden platform the tank set on. It was enough to shock the heck out of me when I bent down an leaned against the engine. Everything went back to normal when I replaced the element with a new one.
