Here is my understanding

Towing insurance covers within policy terms towing, maybe a soft grounding, jump start and a bit of fuel. However if the vessel is in immanent danger of destruction and sinking then salvage rules apply awarding to the salvor a percentage of the value of the vessel by arbitration or Admiralty Court. When the Bella broadcast "Mayday. On goingon the rocks" that triggered a salvage claim. That's why SeaTow was mounted that a power boat was going to stabilize the Bella before SeaTow arrived. That act cost Sea Tow a goodly sum. That's my opinion being on the seene and a witness to the event. The Capt of the Bellawas panicked and the power boater was very knowlaglable and calm and reall a good Samaritian.
