I think that (assuming that the hoses aren't collapsed or something else isn't amiss) you are really looking for a relative change as much as an absolute.

As Al and others have suggested, the configuration of your system may require a greater or lesser amount of vacuum. I thing that what you want to measure is how clogged are the filters.
