Pretty sturdy - probably 1x4. Length? Don't know, but it fits in the locker. Kinda like my fenders - small enough to fit into the locker.
The board I use for lashing jugs is no where as heavy - doesn't see the same abuse. It has two U-bolts for attaching to the stanchions.
