electrical headlock

We are in the last few days of a boat purchase to replace the Island Packet, that sale debacle is a whole other story. We found a 2008, Hunter 27, ordered new by the CEO of a local hospital, very lightly used, set up for single handing. It has the optional galley package which includes a hot water heater, microwave, electric cooktop (all 110v) and a 12v fridge unit. The surveyor hooked up 110v to the shore power and could not get the cooktop, microwave or fridge to power up, he did not try the hot water heater. We know that we are getting power to the AC panel because the battery charger works fine and the outlets throughout the boat are live. He tested the appliance outlets with a meter and did not get a reading. The AC/DC panels are very strange, unlike anything I have ever seen. They are pull out, double sided units with switches and circuit breakers on both sides, we checked and all are on. We checked with the previous owner for guidance, he had none for us, never used any of that equipment. We read the owner's manual and followed the instructions, still nothing. The owner's manual refers to the "inverter" sensing shore power being available and switching loads for the microwave, it really does not address powering up the stovetop or fridge. Is it possible that everything is run from the battery charger/inverter? I am at a loss as to where to go from here. Thoughts?
